Extradition prisoners

Outgoing extradition/deportation of prisoners (Back to top)

The supplier will escort prisoners for deportation from designated locations (which may be but are not limited to HMP Wandsworth, HMP Bronzefield and HMP & YOI Feltham) to police premises, in preparation for extradition.

Unless varied by a change, such police premises shall usually be London Heathrow Airport Police Premises, Crawley Police Premises, Stansted Airport Police Premises, or occasionally other Police Premises if these sites have insufficient cell capacity or other operational impediments exist.

The outbound extradition process will primarily be driven by the Metropolitan Police Service Extradition Unit (MPSEU), who will notify the designated prison of details of planned extraditions.

Those designated prisons should, once notified inform the prison where the prisoner currently resides of the planned move.

The prisoner(s) should be moved to the designated location (Wandsworth/ Bronzefield/ Feltham) in advance of the planned deportation.

Additionally the MPSEU should email details to PECSControlRoom@serco.com, including date of move, destination police station, flight and prisoner details. Ideally Serco and the designated prison will be notified at least 2 days prior to the move.

The latest delivery time shall be ninety (90) minutes before the extradition flight time where the designated police premises are London Heathrow Police Premises or Stansted Airport Police Premises, and 2 hours before the extradition flight time where the designated Police Premises are Crawley Police Premises.

The supplier may deliver the prisoner to the designated police premises on the day before the extradition, or on Saturday if the day of extradition falls on a Monday, to facilitate the management of its resources in discharging its responsibilities.

Except in respect of late notifications, the supplier shall inform police of the date and approximate times of collection from prisons and delivery to the designated police premises within 3 hours of receipt of the notification.

Once the supplier has delivered the prisoner to the relevant police premises, it then falls to the police to escort the prisoner to the airport and during the flight (if applicable). Further detail may be obtained in Schedule 2, Section 2 point 9 of the PECS Contract North or PECS Contract South, depending on your location.

Incoming extraditions (Back to top)

Prior to a detainee being returned to the UK on extradition, key assurances may have been provided to the foreign court regarding their prison location once remanded by the court in England or Wales.

The team responsible for accompanying the individual should provide details of the flight date/times, arrival airport and receiving police station to PECS at the earliest opportunity.

PECS suppliers are not permitted under the contract to complete any movements from the initial receiving police station to any other police station. In these cases, the police should complete the transfer.

Once the detainee has been produced to court and remanded, the supplier acting on PECS direction, will transfer the prisoner to the appropriate prison according to assurances previously given.

Should the incoming prisoner be subject to a detention warrant issued by a court, the PECS supplier will transfer them to that court at the earliest opportunity.

The initial receiving police station is responsible for requesting the prisoners move via Book a Secure Move (BaSM) in the established manner.

PECS will communicate the requirements to the supplier separately, and ensure the prisoner is transferred to the appropriate prison as per assurances provided to the sending court, following their remand in England/Wales.
